Mint a realtime token for the Journey Board Live Activity feed

Returns a short-lived, read-only Trigger.dev public access token scoped to the sequence:<id> run tag, so the Journey Board can subscribe to live run events for one sequence. Default ON for all workspaces; setting the SEQUENCE_JOURNEY_LIVE_FEED flag to false disables it per workspace.
