Read built-in Voice AI configuration

Served by the Voice API. Requires a Bearer session for a workspace owner/admin/manager when VOICE_AI_TELEPHONY_TURN_CONTROL_V2 is enabled. Returns turn_control_v2_enabled and saved detection settings. The new settings are effective only when the workspace flag is enabled.
