Re-read Lead Perfection's call-queue table and reconcile suggestions

Forces a fresh read of the LP code tables (bypassing the 24h cache), proposes criteria for each queue, inserts new pending suggestions, re-opens dismissed ones LP has renamed, and stamps rename / removal markers on approved queues. Never creates or deactivates a call queue. Requires LP_CALL_QUEUE_SYNC and an active Lead Perfection connection.
