The signed-in member's personal rep link and the profile the app shows

Any current member may call this. A personal link is created only for an owner, admin, manager, or a member with a Field Coach assignment, and only when they have a public profile row. Company name, logo, phone and member-since come from rep_public_profile_model, the same read the public page uses. link_live is true only when that page would return 200. REP_PAGE_MINTING_DISABLED stops creating a new code and still returns one that already exists. Returns 503 when the database function is missing.
