Call queues suggested from the workspace's Lead Perfection call-queue table

Returns pending suggestions (one per Lead Perfection call queue, with proposed criteria in call_queues shape) plus suggestions decided in the last 30 days and the last sync's bookkeeping. Approval and dismissal happen through the approve_call_queue_suggestion / dismiss_call_queue_suggestion RPCs. Requires LP_CALL_QUEUE_SYNC.
