Estimate who an audience would call, and who it would exclude

Runs the saved contact filter and applies the per-contact gates as they stand right now: no usable phone, marked Do Not Call, and outside the contact's own local calling window. An estimate by design — a contact outside its window now becomes dialable later, and the authoritative decision is taken at dial time.
