Any current member. Availability is automatic; legacy platform_enabled/enabled fields are always true. eligible_for_me requires an allowed current role, no folder restriction, and an active workspace. Optional settings default to owner/admin roles and standard quotas. Missing tables and lookup failures remain errors. Quotas are read-only here.
