List personal links for every public profile in the workspace

Owner, admin or manager only. The role is read from workspace_members, not from the token. Managers can view. Owners and admins also get can_unpublish. This route never creates a code. Returns 503 when the database function is missing. A caller who is not a member of the workspace in x-workspace-id is rejected by authenticate.
